2025-2026 Council Budget

 

Bulloo Shire Council has adopted its 2025/26 Budget, with major projects planned across Thargomindah, Hungerford, Noccundra, and surrounding districts to support growth, resilience, and community recovery. 

The budget includes a $12.9 million capital works program, with a strong focus on infrastructure investment. A key component of the program is $7.3 million allocated to road construction.

Key components of the capital works program include:

  • $0.35 million – Plant Replacement
  • $1.7 million – Building Works including
    • Construction of a new multi room cabin at Explorers Caravan Park, and
    • Finalisations of a three-bedroom House & three single cabins
  • $7.3 million – Road Construction Works
  • $3.5 million – Sealing and fencing of the Noccundra Airstrip

The March 2025 flood event significantly impacted Council infrastructure. With Council underinsured and the extent of external funding for restoration of sports, recreation, tourism, and waste management facilities still uncertain, a conservative budget approach has been adopted for 2025–2026.

Should the Federal & State Government confirm funding for restoration works, Council plans to revise the budget in the December 2025/2026 Budget Review to include additional investment in plant replacement and other priority areas.

In recognition of the financial hardship experienced by the community due to the flood and ongoing recovery efforts, Council has frozen rates and utility charges for the 2025–2026 financial year. The total value of rates and utility charges levied remains unchanged, with 0% increase, excluding discounts and rebates.  Council’s total rates revenue remains at $6,244,689.

This budget reflects Council’s commitment to responsible financial management while supporting the community’s recovery and continuing to invest in essential infrastructure.
